Maybe talk to a SEO-specialist, as getting this done by yourself isn't very obvious (as you seem to be pretty new in SEO)

If you have low competitive keywords, then yes article submission, directory submission, link will be enough, you can do by your own but for high competitive keywords. you must have to work hard.

Getting top position in google is not easy as we think but with sound plan you can achieve this and you have to offpage task on daily basis but you onpage seo must be done properly for search engines.

James, that is great post right there. It should be the go-to answer for most of these type of inquiries. If the OP was true about their intentions, your steps covered it well.
