change what power buttons do

I want to change what my power off button does, but when i went to control panel -> "change what power buttons do" I can't select the drop down list at all. Its a bit greyed.

My computer is a newly bought samsung series 9 laptop running windows 7 home premium

It seems as if Samsung has an app called Fast Start that's taking over Windows native power functions. If you disable this, it might give Windows control again.
