on my computer when i turn it on nothing happen but there a blinking nosie when it goes on and smells like burn

I fail to see how is this related ot Windows XP ^^
Try replacing your power supply, thats probably the problem. (and easy fix)
Best thing would be taking your computer to a repair service. (So you damage it more with booting and messing around, that happens a lot)
