I have a hp 8540p laptop that has been wiped clean i have the system manager dvd and the windows dvd but it keeps saying media failure and no boot manager what should i do

Lets give this a shot.
Firstly is your windows media an original disk or a copy. I find some copies dont boot.
If its original then we need to tell the laptop to boot from the cd drive. press the powerbutton to switch on the laptop and immediatly tap the esc key. this should give you a booting menu. press f9 to select boot options and select cd/dvd in the list. If all goes well then the laptop should read disk and start the installation. Let me know how it goes.
