Control panel would crash on opening it. Using registry and disc cleaners, I got it cleared up.

However, when I created a 2nd user account, control panel now crashes again, but only when I open it in the 2nd account. No registry or other cleaner/tweaker has cleared it up.

Any suggestions other than attempt to repair windows or reinstall?
