A reliable approach is to start with a good XP ISO or the original CD, pick a tool that explicitly supports XP-style setup, and make sure the target PC can boot from USB. Useful tools: WinSetupFromUSB for classic Windows 2000/XP/2003 setups and Rufus for general-purpose USB creation. To add SATA/AHCI drivers into the XP install if needed, use nLite.
Cautions: use legally obtained installation media and your valid product key, back up any data on the USB before formatting, and remember very old BIOSes may not support USB boot at all.
