i think google makes the ultimate decision, so even if you had another set of stats showing different results, i dont think it would make a difference. Google doesnt count invalid clicks so, maybe your clicks are invalid?

I dont think hosting companies make a difference. Wouldnt it depend on the site, and if it can be translated and found in search engines that are used world wide. Maybe do some reaseach on which search engines has the most usage by people in other countries.

I think you should try finding a different source for ppc. If you site is border line on the TOS, better off signing up for another program that you can use in addition to google. That way if you get banned from one youll always have the other!
