Without Page Rank how can we Link exchange

i am little Confused -- suppose a website have no page rank but lots of back links from Forum and Articles sites then ........... what we do for Link exchange because with out page most of the website doesn't consider ur URl then what will be the solution for this ?

even if you don't have PR as long as your site has quality content and not spammy, webmasters can approve your request
