A "consolidated list of URLs" is not going to help you because it is very important that each backlink is targeted to your site/page, and contains the same keywords you are trying to reach. A completely untargeted PR7 link does just about nothing, except for set off red flags with Google.

Still not completely true. If you get a balance backlink creation nothing will set off red flag. Only thing is the link value is not much effective as for a relevant link.
