AdWords lets you do affiliate marketing, although I think they limit it to one affiliate URL per keyword. So, effectively, there's a bit of extra competition.

Maybe you can creat your landing pages with blogspot or wordpress. But they need to be high quality to avoid some penalty.

The only reason I can think of as to why bantex wants to do PPC without a website is to do affiliate marketing.
