Break down your ad groups and ads to be super niche and super targeted.

Define what (service/goods) you are going to advertise. To what landing page the ads will direct. Make keywords research.Define as Google Ads planner, the list of keywords/cost/KPIs. Prepare the ads texts containing the keywords chosen.
PAY ATTENTION: At time of keywords chosing don't forget to define the list of stop-words (non-relevant, related to adult and prohibited by Google themes etc.). Begginers offten foreget to do this and get on ban or spoil the budget.
