Every time I turn on the power supply it makes a fast but pretty quiet clicking noise then the cpu cooler fan and power button blink rapidly and the cpu cooler fan turns on and off like it’s giving small surges of power

Not sure what’s happening. It’s my first time building a pc and I plugged everything in correctly
