A few practical notes and safe next steps based on the replies already in this thread.

As is seeing a CD menu that doesn't actually launch setup, the most common, non-speculative causes are (a) the disc image was not burned as a bootable image, (b) the installer on that media is not compatible with the current OS/CPU/edition, or (c) the installer is intentionally blocked because the copy is not a legitimate, supported edition. If troubleshooting, work only with properly licensed installation media — as reminded, help with unlicensed copies is not appropriate here.

If you have genuine media, back up everything first. To test the disc: reboot and set the BIOS/UEFI to boot from the optical drive, then look for the “Press any key to boot from CD” prompt. If the PC boots the CD, a clean install is usually reliable on older systems. If you must start setup from inside Windows 9x/ME, check the CD contents for the i386 folder and the 32-bit setup launcher (for XP-era products that support in-place upgrades the executable is typically named winnt32.exe) and run that from within Windows — only when the edition supports an in-place upgrade.

If the disc does not boot or the on-disc Install/menu option does nothing, try these safe checks with genuine media: reburn the ISO using the “burn image” option at a low write speed, try a different blank disc or optical drive, or mount the ISO on another machine just to inspect the files (as suggested, mounting first helps confirm contents without burning). Also consider that Windows XP and Server 2003 are end-of-life and carry security and driver-compatibility issues; obtain supported, licensed installation media or consider moving to a modern, supported OS.

where did you get these iso's and what are you burning it with. did you buy them or get them illegaly.

get a program like nero, daemon toolz, or alcohol 120% and mount the iso to a virtual drive then double click the virtual drive click on the setup file inside the cd and then it should ask you if you want to upgrade.
