When do you get the error? is it right on Start up or when you launch an application? If it shows up after an app is launched, what application was it?

looking up the file it seems like it's part of the SQLite Database Library from sqlite.org.

Yes it shows from start up window

If this is part of an application that you use on the computer, you may want to reinstall/repair the app. Otherwise, try to perform an uninstall of the app suite via control panel.

If the app was previously uninstalled but failed during the process, you may have to clean up the remaining entries manually. You could have an executable in the Start Up folder, or just may be in the registry.

Try running msconfig and disable the entry that is causing this to run at startup.
