I've seen some people have the similar problem with me.But mine is a little bit different from them.
I have the "local access only"problem too.But that only happened after I download something larger than 30MB.Actually it happened after I received more than 30MB data from the internet.
I've tried disabling IPV6..but that didnt work. I assigned a static IP address..and that didnt work either.

What make/model is your notebook? Sometimes manufacturers release connectivity software that is broken out of the box. Also have you updated your driver?

thanks i've called the timewarner, they changed a cable and it worked

i had exactly the same problem.. also with really slow internet! and it drove me crazy, but i changed the wireless channel on the router and for some reason it just started working.
