noted the problem was resolved but did not post the steps; that leaves a useful gap for others. Common, verifiable reasons a single Vista account won't accept a wallpaper are account or policy restrictions, an accessibility/performance setting that disables background images, a permissions/path problem with the image file, or a corrupt/mandatory profile that won't save desktop changes. 's prompt about account type was on the right track; account restrictions are one of the first things to check. is also right that posting the fix helps everyone.

A practical, ordered troubleshooting checklist to try on a Vista system:

  1. Reproduce quickly: right-click a local JPG and choose "Set as Desktop Background".
  2. Test isolation: create a new local user (standard) and try the same image. If it works there, the problem is profile-specific.
  3. Check Ease of Access: Control Panel -> Ease of Access -> Make the computer easier to see -> ensure "Remove background images (where available)" is unchecked.
  4. Check services: open Services (services.msc) and verify the Themes service is running.
  5. Check policy: run gpedit.msc (if available) -> User Configuration -> Administrative Templates -> Control Panel -> Personalization -> "Prevent changing desktop background" should be Not Configured or Disabled.
  6. File access: copy the wallpaper to a universally readable location (for example, Public Pictures or C:\Windows\Web\Wallpaper) and set it from there to rule out permission issues.
  7. Check for mandatory/roaming profiles or logon scripts (common in managed machines) that restore a default desktop at logon.

If the profile is corrupt, backup the user data, create a new profile and migrate documents. If a domain policy enforces settings, involve the domain admin. For third-party wallpaper managers or GPU control-panel utilities, temporarily disable them while testing. Posting the exact fix back to the thread would complete the loop for future readers.
