Short answer: you do not need the Netgear Setup CD to get a WGR614 v4 running — the router includes a web‑based Smart Wizard and a full reference manual that walk you through setup. Connect your modem to the router’s Internet port and your PC to a LAN port, power the modem first (wait ~2 minutes), then the router, then the PC. From a browser go to and log in with the defaults admin / password (lowercase) and run the Smart Wizard to detect ISP settings and configure wireless. See the WGR614 install/reference documentation for the step order and Smart Wizard details. (manualslib.com)

If the web UI won’t load: verify the Ethernet cable and LEDs, make sure your PC is set to DHCP (or temporarily set a static IP such as 192.168.0.2 mask 255.255.255.0, gateway 192.168.0.1) and try again. If that fails, restore factory defaults with the recessed Default Reset button (press-and-hold until the Test/power LED lights, about 10 seconds), then wait for the router to reboot and retry the web login — the router will revert to the default IP and password after the reset. The install guide covers the correct connection/restart sequence and the reference manual covers the reset procedure. (manualslib.com)

A few cautions and practical tips: download firmware or manuals only from Netgear’s support/download center and match the exact hardware version before flashing — the wrong firmware can brick the unit. After login, immediately change the admin password and enable the strongest wireless security your hardware supports. The WGR614 documentation emphasizes WEP in older versions (which is insecure today); if your v4 only offers WEP consider replacing the router or using wired-only access for sensitive traffic. For security best practices and firmware/download guidance consult Netgear support. ()

As noted, the CD’s helper is convenience only; the same Smart Wizard and full manuals are available without it. ’s suggestion to check Netgear resources is the right direction — use the official manual/support pages rather than random CD images. (manualslib.com)

Is it new or secondhand?

if its been set up before you dont need the CD

that is the firmware upgrade...NOT the original "setup wizard"

i dont think you actually need the CD. I think you should be able to just plug it in and use the web interface
