It definitely sounds like something (trojan or virus) has infected your computer. Can you run HijackThis? I would download a copy of the latest HijackThis and post the results. From that, we can tell what is preventing you from editing your registry and task manager.

Try downloading Malware-Byte's AntiMalware from a safe PC and then using a flash drive to transport and install it onto the infected PC. Then, if possible, update and do a quick scan and removal followed by a deep (full) scan and removal. Finally, run HJThis and post the resulting log.

If your dns is reset, make sure that your lan card is working and has the correct driver. Once that is done, go to your network connections and assign it an ip and subnet and such manually. See if that helps.
