I had that problem too with an nvidia geforce 7600gt back when i was using windows xp. The thing that worked for me was updating my video driver, hope this works for you too.

Have you tried a different install or a different version of windows 7? Maybe that particular install has a problem

On motherboard spec it says "1 x PCI-E x16 Slot". If the slot is PCI-E x16 2.0 your video card will have no problem, but if it`s PCI-E x16 1.0 your video card will not be able to work at top performance.

As rubberman said, using an SSD will increase the performance of your system. In my opinion, you should keep your OS alongside your most utilised programs on your SSD. From your given info it seems like not much of a big difference except the L2 cache. In my opinion, I wouldn`t make the change.
