Google, DSPs, ad exchanges, ad networks mostly allow publishers with rich content, really lots of content, to be publishers, why not content poor websites? Can't content poor websites be served with advertisers?

Generally, advertisers only want to work with sites that generate a lot of traffic. The more people that visit a site, the more likely someone will interact with an ad.

Websites that are content poor just don't pull in the amount of traffic that advertisers need.
