Ok, I thought it would be a good idea to upgrade to the Service Pack 2 and sure enough, my computer began starting, quiting, and restarting over and over after downloading the service pack. (Yes, I'm kicking myself before anyone else plans on doing it.)

So I reinstalled Windows XP. Now I have only a recycle bin sitting on my desktop and can't figure out how to get all my old user settings back. All my files, programs, etc. are all intact.

Can anyone please tell me if it's possible to get my old settings back and if so, HOW?

No. Sorry, but you'll need to recreate them. The files have been overwritten during the in-place upgrade.

To do what you want, the settings would've needed to be exported prior to the job being carried out.
