i was fooling around with my video settings and all of a suden the icons went to a box with the blue bar on the top of it.
how do you fix this?

I suspect you would have dragged your toolbar to some other location other than the default one. Just close the toolbar (the window with icons) and it'll come to its original location the next time you use your video software.
