First off, how are you trying to reformat your harddrive? Are you booting up (using the start up disk, (Everything I am writing is assuming you have XP)) then pushing R for the recovery console then in the command prompt typing format c:??

I am using the start up disk and going through format that way, i'm not hitting R for the recovery console the command prompt doesn't come up, and yes i do have XP

I finally got it figured out, i reformatted it without using the start up disk.
