the computer will show that its booting up by displaying the windows logo however once it is done a screen comes on asking if how i would like to start the computer ... through safe mode or normally. No matter which option is choosen it sends me through the same process over and over. Would reformatting the computer help or is it another issue thanks so much for your help

Jump to Postok, enter safe mode if you can via pressing F8 key immediately after POST runs and before the drive detection screen blacks outt.... check the startup folder contents for all users and delete any entry you do not recognise.
If that does not work run CHKDSK /r from your XP …
