IMO, you need to participate in other forums to let those members know about your forum. Also, you should join the social bookmarking and networking sites to get visitors for your forums. And, as everybody knows that content is a king, so put some interesting content and threads on forum so that visitors will get attract to it. As well as banner advertising and link exchange is the best way to get traffic to the forums.
I think you might not have done the on-page or marketing of the site properly. Can't say much without watching your site. Keep the marketing of the website going.
If you want to find the dofollow blogs and forums, then you need to check the source code of that site and just find rel="nofollow". If you find it in the code then its not a dofollow site.

@ sam09 I think rather than doing reciprocal link exchange it will be more benificial if you get one way links from high PR sites. It will help you to achieve good PR and one way traffic so that your visitors will remain on your site.
Make a title in such a way that visitors will be forced to click on it. Putting keywords in it does will not affect the sites reputation. As melovemoney has said itself, that title is what shows in the Engines. If there are no keywords in your title then i don't think you will get any better results.

Well, i don't agree that submitting to the same article directory don't give you much results. But if the targeted keywords are changed in the title and some content part is changed it might give you results for the other keywords also.
