I don't really think that is what the iPod is doing though. What about something like realplayer or that Sony thing. Was it significantly cheaper than normal XP then?

I don't know if this is related but there's an add-on for FF which allows customizing the site look-n-feel. It can be easily used to create a custom browsing profile and block ads from a site.

That's because tables were the only way to control a page's layout. Until CSS came along, and was fully supported, it was either use tables (incorrectly) or have a basic top-to-bottom page. In other words, using tables were a hack.
Tables are meant for tabular data.
That is a perfect way of putting it. I also think one of the most important things for me is how much neater and easier to edit your html becomes.
The other day I had to make a quick design for someone who wanted to add all the server-side stuff themselves and they asked me to do it with tables and it took me I would say (with no exageration) about 10 or 20 times longer to do it than if I had just used css and no tables.
The easiest way to do it is just to create a completely transparent gif and insert it over the background image in the html and then add the link to this. As far as I know that is the only way to do it.

I can't give you an example but basically all you can do is create a gif. So you would have to edit it frame by frame and there are NO features to do it any other way. Infact there are probably very few extra animation features if any in CS as against elements.
In elements see if you can click "windows>Animation...." This should bring up a pallet of a list of frames but obviously there will only be one there in the first place. There are plenty of tutorials online just search for "creating animated gif in Photoshop" in google.
Have you tried using nested tables and setting the height in them? What your are doing is going to cause a problem because 100% height doesn't really work. You have quite a simple layout so I would say scrap the tables and try and learn some decent coding.
Like iamthwee said you need flash and even photoshop cs2 doesn't have a proper feature to do anything like this you have to create it as a gif. You could also try a program called swift which is supposed to be easier.
Take a look yourself, they have brought all the world's information together for you! So just look and you will see. They might not have any new ones because I think they have been going through some problems with copyright.

Speed up shutdown. Run XP-AntiSpy (free) and under miscellaneous settings check enable fast shutdown. This will change the default value of 20000 to 2000. Do not use simple file sharing. Open my computer, select tools menu, folders options submenu, view tab, under advanced settings scroll down to the last entry, "Use simple file sharing (Recommended)." Unckeck this item click apply and okay. Disable Messenger Service. There a few ways to do this. Install service pack 2 for Windows XP. Run shoot the messenger (free). Click start, run, type services.msc and disable Messenger. Change Menu Show Delay. Run Tweak IU and in the left panel click on mouse, in the right panel adjust the menu speed slider fast is 0 and each hash mark is 125 increase. All programs can be downloads from http://mywebpages.comcast.net/SupportCD/OptimizeXP.html be careful using these programs as misuse can disable programs.
Although I am sure these are great ways of doing this I would have thought it would have been easier just to run the .reg file.
However, most of these tweaks are pretty pointless really. I think the only one that would really help would be the menu speed one.

If your files are stored on your computer then all you need to do is click open in your new editor and the find your html file. Obviously then you need to upload it to your server.

It annoys me when people ask a question and in most cases get it answered and then never post again. But in this case maybe he isn't the kind of person you would want advise from, but thats not for me to say :)
Maybe try buying a number slightly closer to the current edition ;) . Video games and other items that have lots o different versions often use just one domain.
