I have seen some sites which are on higher pr without any of google PR i dont understand what method are they using can any one explain me is it possible or its fake or blackhat method are they using?

I don't know what you are trying to say but Google page rank is based on backlinks.

Google only shows some of the backlinks. See backlinks on http://siteexplorer.search.yahoo.com. It can give you a good idea.
