When I switch on my pc, my fan on my cpu seems to be switching on then after three seconds swithes off.When I try to turn on my pc after that, nothing happens.After I unplug the power cable from my psu and plug it back in and turn it on, the same thing happens(cpu fan switches on then off).I've tried this psu on another pc and it works fine.

something wrong with your PSU or maybe the pin of the cpu fan not connect properly...
