Jump to PostWell when you first install windows you can choose to not install it. I browsed the control panel there really isnt any option too shut it off. I dont think you can but im not sure wait fr my opinion to be backed up.

just in case you mean the Debugger in Internet explorer ,you can do that by going to IE/Tools /internet options /advanced /4th a 5th lines down in the Browsing section.

windows debugger from what i know comes built in to windows 2000. It does for me at least.
