one day i restarted my computer and now my firewall wont start the ics service will not start so if any one can help me with this it will be great, i even try system restore and my computer will not let me restore

I TRY TO START THAT SERVICES UP AND IT TELLS ME ERROR 10047 AN ADRESS INCOMPATIBLE WITH THE REQUESTED PROTOCOL WAS USED
