I am not able to change my Dad's firewall setting. When ever I try to run a program it tells me the administrator settings wont allow me to run the certain program. But when I go to the firewall it's not letting me in to change the settings.

Are you running Vista or XP. Is the main user set as the administrator?

As asked above, Are you logging in as the 'Administrator' when you are attempting those changes?? Did it happen all of a sudden or after an update/fresh install?
