After I downloaded "http://skinpacks.com/download/windows-7/8-skin-pack/" then i rebooted my laptop. Then the laptop screen turned black but the cursor is movable and I can run 'ctrl + alt + delete'. When I run CONTROL PANEL it says "Windows cannot verify the digital signature for this file.
