When I strike the ctrl alt delete keys my task panel window won't fully open? I can only see the bottom portion where it says end task, switch to and new task ?

just double click on the outer area and it will open fully

try dragging the window, position your cursor at the end of the window (Task Manager) until you see the arrow to enlarge, hold down your left button of your mouse then drag
