More fans blowing would equal more power, but only a small drain on your PSU. More fans is usually better, because it cools your system down better and quicker. If the fans are blowing in the wrong direction, just switch round the wires that connect the fan to the mobo, and this will make the fan spin in the opposite direction.

Download this scanner, or use it within IE 7, and it will tell you what RAM types your computer can support.
To totally remove Any Norton product from your system you must use their removal tool. If you did not use that, and you only used "Add/Remove Programs" in control panel, then Norton is still in your system. Please use the removal tool, which can be found here:

You may have to open it in Internet Explorer to be able to read the sections, Norton doesn't like Mozilla Firefox.
Nvidia cards are more reliable apparently than ATi cards, but i use an ATi card and it works fine.
I use an ATi Radeon X1600XT, with 256Mb of on-board memory. It can play Call Of Duty 4 but on low settings, otherwise it can play most games that have been released lately. I would recommend ATi, their graphics card selection can be found here:

The ones with HD before the name relate to High Definition cards, which are designed for Windows Vista mainly.
Well if the government have sufficient grounds to look through your Laptop/Computer they can do that. But if it is just random checks on people, don't they have to warn the public that there will be random checks on peoples data in their computer?
If they have a reason for doing it then i would vote Yes, but if it just at random with no warning that they are going to check your Laptop/Computer then i would have to say No.
Unfortunately yes. I would back up the data you want to keep on your hard-disk onto another hard disk, or other storage device. Such as DVD's/CD's or USB/Flash Drives.
You could always try System Restore, to take the computer back to it's original state in the past. If all of the other suggestions don't work, then try System Restore.
What power (W) is your power supply?
Does your monitor have an 'Auto Adjust' button, or in the monitor menu? Look for any buttons on the side of your monitor, and try to find an Auto-Adjust button, or the menu button. Then use the volume +/- buttons to move between the menus to find an Auto-Adjust function. Often called 'Auto' for short. Try this to see if it make any difference.

It is a very good site which has been running successfully for a couple of years now. Use there system scanner to identify what RAM your computer can support.
If you are plugging your monitor cable into the motherboard of your PC, then you don't have a separate graphics card. If you do plug into a separate graphics card, then unplug it from the graphics card, remove the graphics card from the machine altogether, and plug the monitor directly into the monitor port on your motherboard, if it has one. Then try and boot again. If the same problem persists then it would point to something being wrong with the motherboard, HDD or RAM.
From what i have heard from jbennet (mate of mine and fellow poster here) Vista is too 'fluffy' and is very system draining. I myself don't use Vista and don't intend to unless it is crucial, in the instance that everyone, everywhere uses it, along with there being a penalty for using XP :D I am going to try and jump Vista, unless someone can prove that it is worth buying a new computer with it pre-installed.
