A big reason such software isn't free is the data you need, the maps and stuff.
That data costs money, quite a bit of money in fact.

So even if you were to create the software (which will require extensive knowledge of mobile platform programming, so learning J2ME or Symbian for example would be a good start, and begin with simple things, not GPS tracking stuff) you'd not have the thing you want because you'd still have to pay a ton of money for the data that software needs.
And the companies owning that data are often the same ones that sell the software, so they might not be too keen to supply you with it.

If you have that large a userbase you should be able to hire professional consultants rather than have to ask here.

They will likely tell you that the amount of data is insignificant, your database design sucks if you can't get it out quickly, and how to actually go about achieving your goals.

Given the miniscule actual information you provide here it's impossible however to tell anything but to get professional help.

Oh, just about every car manufacturer and no doubt the larger groups of maintenance shops have created such software (as well as the associated hardware to plug it into the cars' electronics).

Given that those are professional organisations with large teams of developers, it's probably a good guess that anyone writing it alone would have quite the job of it.

Problem is the average kid posting their homework questions here doesn't want to learn, doesn't pay attention in class (or more likely skips them whenever they think they can get away with it), and thus never figures it out.
All they want is for someone else to do their work for them so they can play their videogames.

Why would a company even offer that position to a person with a Bachelor's Degree in the field is mind boggling to me.

inflation of job requirements is nothing new. And bachelor's are now for some reason required for the most mundane of jobs.
