IMO Asus is becoming a good alternative for Dell and other top computer brands.
Practically fans are used to blow away hot air and keep the inside as cool as possible. They should work if while you're using it.
if you're planning to add more virtual machines on your system and will be playing more games then RAM upgrade will be a good choice. However I'm also thinking that your system is good enough with your computing needs.
that error means cpu error. make sure that your cpu and motherboard are compatible anyways if its compatible then try the following:
1. remove your hdd and video card. then power up, you should hear video card error. if it does then go to 2.
2. Install video card, power up.
3. if error persist try other Power supply.
