While what's going on can be debated I find the whole debacle interesting as for decades I never worried about software being banned. Yes, you could get into trouble if you used some app to pirate content but the app and code itself was, until now considered free speech (or was it?)
I can't guess what the specific beef was with TikTok/WeChat but the "official" stance was about spying on users. It doesn't matter if it happened or not as the current POTUS doesn't care about that.

My take is this is going to be very rough on the smaller, namely one person companies.

It looks to me that it can then I have the results which I can filter by domain and then scrape those results directly (again, Python.)
To develop then the VPN could be used. Once it's done, then they publish and note the limits on the free searches.
My mind still comes back to "is it worth doing?" I've been using search engines since they came out (Was it Veronica and Jughead?)

For private and limited use, then the limits are fine. Free beer is not the best but it's free.
I suspect that, just like most web-based open source Github projects, they are free to be forked and for every contributor / user to maintain their own instance of the project.
If that is true then a person running their own search would be fine for what may be 1000? searches per hour. The limits look ample for development and private use. If it's the basis for a product or web portal then you get into where it costs and you are faced again with how to feed the beasts.

If you limit the results to just certain domains, it sounds like the results could suffer from confirmation bias.
This is already an issue with Google and why you may want to compare your searches with duckduckgo and the old fashioned search at the college library.

As to the end game, it has to be considered as even if the code is open source, somewhere this code has to live as in some server. Get a lot of traffice and your free hosting tends to not be free.
I wonder if they are confusing free services with open source?
As to Google making changes without notice, I am not a historian but Google has pulled fast ones like ending YouTube support on Smart TVs which may or may not be back as well as other changes which my web dev friends tell me cautht them scrambling.

@Dani. To me that reads as altering the results. A subset is altering. This brings me back to no and reminds me of another person that wanted to use the results but ran headlong into the $5 per 1,000 cost. I think that something creative with VPN might extend your 1,000 calls since you get that many per VPN but again you can exhaust that method and you have the cost both dollars and your time creating, maintaining the solution.\

Back on topic. Without some document on the language I'm stuck too. Over the years I've coded in a dozen plus HLLs (high level languages) and because of my work in embedded design and coding for same, assembler and C for over a dozen microcontrollers which has lead me to look at source code for missing functions as inspiration for the assembler and C at times.
All that background is not going to help here if there is no canonical standard (read https://www.webopedia.com/TERM/C/canonical.html ) or documentation I can take a gander at. If you write I have to install some dead system to read it's help file, for me it's the end of the line.

I would be guessing what this eval tag is. Maybe you are on some Python from years ago or something else. As it stands I can't see what's stopping you from using Python's math functions.

Your topic needs clarification. As I have worked in C# albeit not for homing missiles I did work in the defense industry decades ago on a few missile systems then later industrial products.
Putting aside asking if this was a missile or a game any app you write involving missile tracking and such could have a lot of other items that have to be shared such as:
For the first you would be working with dozens of engineers to create and manufacture the product.
For a game you rarely go commando as in you don't use any library or game development system. Today it's rare to see such made without supporting libraries and APIs.
Further to the game, today's games are quite visual so the work to make a homing missile In Real Life (IRL) versus a game would take entirely different skill sets.
For IRL missile, well, that development has not been one I've read as Open Source or discussed in the open.
For the game, missile graphics and mechanics are usually worked out by more than one person. I'm talking about AAA games here. If this is something of an Indy work, then you do what you can and have the missile fly in a straight line from launch to impact. Nothing fancy.
