Not in Vista you cant,if you try and even disable "Send usage data to MS" you cant use most of the OS.. (They wanna keep track of everyone like the spies they have become.)

Have you tried doing a system restore?? (Maybe something has gotton messed up in the registry)

1) Boot up and press F8 until a menu comes up...
2) Select option 5 (Command Prompt)
3) Type this @ the C prompt: scanreg/restore

Now pick an entry from before this started and MAYBE it will correct it :)

This is usually a WINLOGON error
