When I click on "Help and Support", I get an error message saying "Windows cannot open Help and Support because a system service is not running. To fix this problem, start the service named 'Help and Support'."
The only problem is when I go to services.msc there is no 'Help and Support' listed. How do I fix this?

I have been having the same problem. I did manage to get the service back with these instructions:
1. Open a command prompt.
2. Navigate to %windir%\PCHealth\HelpCtr\Binaries
3. Run this command:

start /w helpsvc /svchost netsvcs /regserver /install
4. Once this command completes the Help and Support service should now appear in services.msc
5. Start the Help and Support service

Please post whether this helps or not, because while I have the service back under services.msc, I still do not have 'help and support' itself working. I suspect that I am having problems with SP3beta

A clarification: in order to do 2. above, at the command prompt type:
cd c:\windows\pchealth\helpctr\binaries

[this is assuming that your Windows directory (i.e. %windir%) is in c:\windows
