I have a power off problem with Windows XP. Recommendations I have found suggest going into Control Panel and selecting "Performance and Maintenance." My problem, I don't have such an icon labeled Performance and Maintenance in my control panel.

You must have 'Classic View' enabled for Control Panel, rather than 'Category View'. If so, you only need to select 'Power Options' :D

You're looking at "Category View" I believe. In the left pane select "Classic View" and it should bring up all the Icons.
