I tried to reboot the computer in safe mode, but the black screen and white loading bar still appears.

There is no loading bar when you boot into safe mode ....

while booting keep tapping F8 and you'll end up with a menu .... select Safe boot from there (or you could even try normal mode too) ... if it doesnt help ... try using last known good configuration from the menu.

Make sure your screen saver isn't kicking you out of full-screen mode. Also, turning of the Enable full-screen mode switch feature might solve the problem. In Windows Media Player 9 Series or later, do the following:
On the Tools menu, click Options, and then click the Performance tab.
Click Advanced.
Clear the Enable full-screen mode switch check box.

I dont think there's any problem in using msconfig in windows 2000 ... I've been using it for a long time now and I had no problems whatsoever.

Press F8 during boot to boot into safe mode. How many hard drives have you installed in your pc? Are you accessing the c drive in your administrative account? Are there any local computer policies which are restricting the use of c and d drives?

Are you using any kinda firewalls ?? some firewalls allow stealth mode browsing .. so the websites cant see what version of browser or OS are you running ... check for that.

When you see the welcome screen ... press ctrl alt del two times ... it will switch to classic mode ... write your username and password ... you'll then be able to logon and correct your problems.

Which icons are you talking about ?? My computer, My documents etc. ?? if your windows is xp .. then just right click desktop ... properties ... desktop ... customize desktop ... and check the icons you want on your desktop.

start a new task named explorer.exe ...

Press ctrl-alt-del --> new task --> write explorer.exe and see if your desktop comes back ...
