Now that you revealed that "it works" with the Swift command but not Python you still need to find out where the file alteration happens. To wit, I would see if the file made it to the server intact first. Use your code to send the file up and the Swift commands to check the file with the file command and to copy it back down. At this point you can tell if the issue was on the upload or download. RIGHT NOW you don't know.
I can't tell where the file is altered but it appears the file is indeed being altered. To figure out where I would be using the file command on the server as well. But I can't tell if you can shell into said server.

Small world that it is, someone in my circle worked on such and went with a "close enough" solution for access control to an automatic gate. They went with a system that only had to match 5 out of 7 letters and numbers which was good enough for the system and site.
It appears that Halcon is commercial which may be why I haven't encountered it over Tensorflow/OpenCV and others.
If I were to try this today I'd test with OpenALPR.

@RJ, don't take this badly but the change to smart phone viewership is there. People will pick up the phone and view such a site in a few seconds over booting up their laptop or bigger systems. And thus the efforts from major sites are going to be small screen viewing first and other, reduced efforts to give the desktop viewers what they want.

Yes we could do a re-write but as the client won't pay for the updates they are left as-is. We're ready to move to the latest Visual Studio but VB6, dead and we can't obtain licenses from its maker. Because it's a business we can't and won't break the rules on licensing.
While other than the SQL we used back then being dead, the other parts of VB6 function but it's time to move on.
This is a rather well done topic so I'll share that at the office we are nearing the end of W10 and have moved almost all to W11. I can write we see little to no performance difference so we have that going for us.
