if it still uses access as the database it would be equally slow using a faster database like Microsoft SQL would be a better option

He could always just add a shortcut in the startup folder in the all users start menu, or set it as a logon script (logon script may be better as it could be set for all machines on a domain for example)

Its probably not the fact that its PHP, as the code is run on the server and HTML is whats actually sent to the client and rendered by thier browser The problem is mist likely due to the fact that that thier browser doesnt like the HTML. Code?

Remove the BIOS battery (round, looks like a watch one) for a half an hour and stick it back in (make sure its the right way around). It should reset the BIOS to the factory settings which should hopefully by default have it set to boot off the A drive

Yep damaged media or courrupted data Tapes have a limited lifespan. Daily backups will wear one out fairly rapidly.
