A lot of blogs and CMSes have lengthy keyword stuffed URLs and seem to do okay. But you do run the risk of reaching the cutoff point for URLs and having indexing problems or lost keywords. Try to keep it short by removing words with less then four letters.

Sure you can. You can use flat files just like you would use a database to store the information. You can even use a tool like fckeditor to act as a wysiwyg so they don't even need to know HTML to edit their pages.

That code as no SEO significance as it you have presented it. It is possible that the class "botLinkText" may be hiding the text and they are using to to trick the search engines. If that is the case sites that use that technique will get banned for cloaking.

Exactly. Thanks to ALT tag stuffing any real SEO value from them is mostly gone. You really should use them for usability and accessibility as that is what they are there for. If you use them properly then they will help you with SEO just as a natural byproduct.
