Its actually quite a well styled blog, I would just add a bit of padding on the .site-info div at the footer. If you were really looking for perfection, try to add a feint background colour to the logo/header area

I however think PHP is an easier, more productive language - but it really does depend on what you want to do. Graphical based things and web apps are great in PHP, and Python is really for those who can put up with command line apps.

I used "PHP & MySQL for dummies" and it was actually a really good book, they assume basic HTML and CSS, but nothing too advanced. It breaks it in quite nicely :)

Supposedly, a *premium* html template is a professionally designed template that is bursting with features, whereas free ones are no where near the standard. You can modify them to look different, ie themes or colours for instance, or as @karlcunanan said, a backend setup? Or maybe even improving a theme?
