I prefer wiping the hdd opposed to reformatting it, reformatting only deletes the file address, so if you have a virus it will still be there lurking.

Before going through all of that try downloading [url=http://www.emsisoft.com/en/software/free/]Asquared[/url] and run it in safe mode, this is important as certain applications aren't running when you are in safe mode. Unless you have something particularly nasty this will usually do the trick.

That card has some good reviews, looks like it will do what is advertised. It list a transfer rate of 150kbps for SATA, but the is no SATA2. If the reviews can be trusted it looks like an elegant solution to the addition of a SATA drive.
