no ive tried that in the past If the licence is OEM then it would be illegal to use it with different media but if not then ebay is your friend :)

yes. A modern FPS has many many (millions?) of lines of code. It would take a single person about 20 years to write counter strike. You need to know C++ inside out before you start messing with graphics libaries like DirectX or OpenGL . This itself would take years.
