The reason why you cant play dvd's in your cd rom drive is that the cd rom drive can only read cdfs file system while the file system of dvd rom is udf ... Yes you can play a cd in your dvd rom drive.

Try downloading something from download accelerator or something like that .... and can you tell what exactly you are downloading which gives these errors... Sometimes the files on the web are corrupted so they dont download properly. You have to look for mirrors for downloading those files.
