No boot CD is going to help until you can get a BIOS screen.
Bobbyraw's suggestion is a good one. In addition, check carefully inside the PC for loose connections, re-seat the memory and any cards.
You should be able to get to the Setup screen even without a hard drive, so something else is wrong, and it's likely to be related to the installation of the new drive.
Basically, check everything, even if you think you didn't touch it during the HD swap.
Dell is offering PCs with Ubuntu now, and you could download and burn an Ubuntu CD and install it in just a few hours.

Why did you replace the drive?
If it's still working, you can copy or clone it.
If not, you need a copy of your OS on a bootable CD.
It appears that you have a SATA drive, so don't forget to load the drivers for it.
As I recall, the setup screen is F2, and you should see this option when you first boot the PC.

This question comes up frequently.
Don't delete the recovery partition. When you need it, you need it, and there isn't that much space involved.
Get an external drive and move some files to it. The advantage is that this drive will also work on your next computer.
Even better, install a second drive or move your current OS to a larger drive.

Install the drive properly-you haven't said whether it's internal/external, SATA or IDE, so ask if you need help with this.
There is no need for an OS unless you want to boot from this drive.
You haven't said what your OS is. If it's XP, right-click My Computer/Manage.
Select Disk Management. Right click the new drive to partition and/or format.

I have too many files to use thumbnail view. I would be madly scrolling to find the files I need. It is hard to select multiple files when you have to scroll.

I've done this several times.
A repair install has a good chance of succeeding, but it's not the right way to do this.
All the reasons have already been pointed out.
If you install the old drive as a slave, you can just copy your data, but you'll need to reinstall all your programs.
Otherwise, make copies of your data, reinstall, then copy the data to the appropriate places. The F & s wizard is good in this scenario.

You almost certainly have a bad hard drive, so either take it to a shop, or let me know what you want to do.

This almost always means your hard drive has died. It's possible there's some other cause, like a loose or damaged cable or something, but hard drive death is no.1.

It sounds as though you don't have the right disk. If the boot order is correct, the computer would boot from the CD, which isn't happening. It wouldn't help much anyway, until the hard drive problem is solved.
Is the hard drive detected in the BIOS, or at boot?

You need to do a little more homework.
The router not only gives internet access, but it allows for networking also. This is by far the most intelligent way to do this, as the router provides a layer of security as well.
One Nic per PC will suffice in this scenario.
Get the router working, run the wizard, and you're done.
