Norton is a huge resource hog. I wouldn't hesitate to get rid of it (All of it) and install AVG or AVAST. I'm a Windows Defender fan also.

I installed my free version of 64 Bit Vista Ultimate this morning, and it was fairly simple.
ASUS A8V Deluxe
2 GB DDR2
NVIDIA GeForce 6200
Athlon 64 3200+
I'm dual-booting with XP Home, Vista is on a second drive making the install very simple.
There was a minor hang with my ancient HP 812C printer, but Windows actually found a driver on the internet, first for me.
The Promise RAID controller was more difficult, but I found it in ten minutes or so.
I installed FIrefox and Thunderbird, and used Mozbackup to import my settings from the XP install. Worked flawlessly.
So far, so good.
Delete all the USB ports in Device Manager (Right-click, uninstall).
Reboot and they'll reinstall. Try them then.

See if you can Run Chkdsk /r on the drive.
AVG also has paid versions of their software that offer better support, and many people opt for those versions.
You're not being "too suspicious", but Grisoft seems to be one of the benign companies that just wants to offer a good product.
I've noticed that lately they're being a little more aggressive about offering their paid products.

Well here in TX I have AT&T u-Verse. My lap top if fine but after 3 years I just re set my desk top. Dell 2400. I'm not sure on how to get my connection back in order. The day I had this installed, the tech came out and did everything. I was doing other things when he was working. Now I'm lost. any help would be great. It's a wireless set up but from the control panel, do I click on once I inside "Network and Internet Connection" Network connections or wireless Network Setup Wizard or other. Please help

Chances are that your wireless settings have changed. If there's a router involved, you need to enter the router setup and get your wireless settings and enter them into the laptop.
It might be easiest to set the router to defaults and start over.
What size is the C drive?
You don't need to swap the drives at all.
I'd start by moving the My Docs folder, which is likely to need the most space:

You could also install new programs to D instead of C, or uninstall existing programs on C and reinstall them on D.
If you really want to do this, the easiest way is to use a drive imaging program like Acronis.

Try system restore, then run a thorough Spyware/Virus scan.
This looks like a hardware problem.
I'd start by re-seating everything in the machine-memory, cards, cables, etc. Blow out the dust/dirt.
You really need that CD to work to get anywhere, so you might consider a new drive, possibly a new power supply.
IE should block this site using the procedure you used. Did you click "Add site"?
You could add this site to your hosts file:

You'll need to do this on each computer you're concerned about.

If you really have 248 MB of RAM, (Probably 256 MB with 8MB used for video RAM) you would benefit greatly from installing more.
Now that you can see the data, you need to copy it somewhere.
I'm not sure what Live CD you're using, but you may be able to burn a CD or use a Flash Drive.
If you have internet access or a network, you could transfer the files to another machine or a file storage site.
Once you have that done, try a repair install, or see if you can boot into recovery console.
Where do you see the 3.1 GB?
Open Disk Management and reformat it.
Did you look for an "Unallocated" disk in Disk Management?
The disk may be bad. Try uninstalling the IDE controller and rebooting.

You may have a bad drive or other hardware failure.

This HD is not going to boot, nor will it be found by any diagnostic program.
You may get lucky if you remove it and connect it via USB, but that's doubtful.
Take it to a pro, or just forget it and move on.

Gotta love Dell,And I come across so many people who have no idea how to use there second HD drive .
I'm not sure we can blame Dell.
Probably the same people who don't know how to use the first drive.:)
TB probably looks in the default location for the wab file associated with your identity, It should work with no intervention.
For extensions, look under Tools/Add ons.
Re-size the page manually (Drag the corners to the size you want).
Close the browser and it should open to the same size.

Do you have XP SP2?
There may be a BIOS update available for your board.
Disk 0 is the first Hard disk.
If I understand you right, you need a USB/IDE/ adapter.
Attach it to the Laptop USB port, then copy the appropriate files.
Read the instructions I posted.
Your HD manufacturer will provide software for this, or you can simply open the case, as suggested.
Can you run the Dell Diagnostics?
Have you checked the diagnostic lights?
Any error messages?
Your HD may be dead.

It can't hurt to look for a firmware (My fault, I said driver) update from Belkin.
I'd be very tempted to set this router to defaults and reconfigure all the connections.
You probably need to format it.

Look for an "Unallocated" drive, right-click to Format NTFS . Quick format is fine.

You have to connect power to the HD. It looks like the white molex connector connects to a lead from the power supply, then to the HD.
Have you installed the ethernet drivers?
Look in Device manager to see if any drivers are missing.
Try a different keyboard, or keyboard type, i.e. USB/PS2.
Try right-click/Explore.
